Document Description
The Sacramento Municipal Utility District (SMUD) is proposing to replace a damaged culvert and repair road damage caused by a collapsed culvert under Toland Lane. An emergency repair was performed January 2022 and steel plates were placed over the top as a temporary fix. The purpose of the project is to restore permanent access to critical infrastructure located at the Solano Wind Project site. The activities will involve removal of the existing 2-sack cement slurry, steel plates and K-rail barriers for the placement of three 48-inch diameter reinforced concrete pipe culverts in the high flow areas to collect and transport water under the road. The culvert pipes will have reinforced concrete wingwalls on the upstream and downstream ends, be surrounded with 2-sack cement slurry to the springline of the pipe, and topped with engineered fill to a minimum of one foot above the top of the culvert pipes. A rip-rap apron underlain by geotextile will be placed for culvert outlet protection extending approximately 28 linear feet downstream. The road surface will be restored with gravel and minor grading will promote drainage off of the road surface. The existing footprint of the road crossing will be maintained and will not be expanded as a result of this repair. In order to continue normal operations and maintenance of the Solano Wind Project, vehicle access must be provided around the work area. A temporary gravel access road underlain by geotextile will be placed through the streambed on the northeast side of the project area and will be reclaimed upon project completion. Because the road repair will occur within California Department of Fish and Wildlife’s stream zone, SMUD is submitting a Notification to obtain a Section 1602 Lake and Streambed Alteration Agreement, in accordance with Section 1600 of the California Fish and Game Code. The project will be permitted under U.S. Army Corps Nation Wide Permit (NWP) 3, Maintenance, which is a non-notifying NWP, and a Regional Water Quality Control Board 401 Water Quality Certification will be required. Construction is anticipated to be completed within 20 days. SMUD would construct during the 2022 dry season, which typically starts June 1 and ends October 15, and when the intermittent drainage is dry. Appropriate storm water BMP’s will be implemented as necessary. No traffic or pedestrian control will be required.

Under CEQA Guidelines §15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Solano Wind Project Toland Lane Culvert Replacement is exempt under CEQA Guidelines §15301(c), Existing Facilities, which reads, “Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination…”, The Solano Wind Toland Lane Culvert Replacement involves the replacement of a damaged culvert and repair of an existing access road. The existing footprint of the road crossing will be maintained and will not be allowed to be expanded as a result of this repair and therefore is considered exempt in accordance with CEQA Guidelines §15301(c).
