Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration
Agreement number EPIMS-MOO-28137-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison as represented by Hazem Gabr.
The project is limited to installing a Battery Energy Storage System (BESS), including ancillary equipment, within an infill lot. The project includes trenching, grading, and the installation of a concrete foundation to support the battery placement, storage area, enclosed switches, and conductors. A perimeter wall will also be installed around the BESS facility. Access improvements for the BESS will involve culverting of a roadside ditch. A maximum of 26 linear feet of 24-inch reinforced concrete culvert (with a flared end section) will be placed into the roadside stream, connected to an existing downstream culvert, and filled (with native fill), compacted, and contoured to street grade to support the BESS ingress/egress access point into the battery facility after project completion. A separate laydown area for equipment and materials storage will be used during the construction of the project. The laydown area is composed of an abandoned parking lot/loading area.

Reasons for Exemption
Class 3 consists of construction and location of limited numbers of new, small
facilities or structures and installation of small new equipment and facilities in small structures such as electrical, gas, and other utility extensions of reasonable length to serve such construction. The project is limited to installing a Battery Energy Storage System to improve the reliability of SCE’s Highland Electrical Grid. The project does not involve any further alteration of the existing facility or expansion of existing or former use.
