The Mission Wells Facility provides Sylmar Basin groundwater to the northeastern portion of the 1,134-foot Mission Wells System, which includes production wells, a pump station, a sand-trap tank, and a chlorination station. The project proposes to construct a single-story concrete building to house the proposed Mission Wells Chloramination Station and Onsite Hypochlorite Generating Station as well as associated underground utilities to support the station.

Reasons for Exemption
The Mission Wells Chloramination Station Project is categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines 15301 (b). This section states that Class 1 exemptions consist of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing of former use including but not limited to: (b) existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage or other public utility services. The project involves minor alterations to an existing groundwater pumping facility in order to modernize deteriorating equipment and infrastructure, and convert groundwater treatment from chlorination to chloramination in compliance with federal regulations. No changes to existing land uses would occur, and alterations would be made entirely within the boundaries of the existing facility at the project site.
