Document Description
Operate a new proposed groundwater production well (i.e. Durward Well) on behalf of the Puente Basin Water Authority (PBWA). The water produced by the Durward Well will be either treated, as needed, to remove potential contaminants and/or blend with potable water in the 60-inch diameter PWR-JWL Transmission main to ensure the resulting water quality satisfies all State and Federal drinking water quality regulations before entering the distribution system. The water will flow about 2.5 miles in the transmission main before entering the ‘Terminals Storage Reservoirs” that are part of Walnut Valley Water Distribution System.

Reasons for Exemption
The proposed project consists of drilling, installing, developing and equipping a new well to replace a similar abandoned well. The well is located within a 15-foot by 20-foot easement along a vacated street within the industrial zone. The well will be constructed in accordance to California Department of Water Resources Bulletins 74-81 and 74-90 and American Water Works Association (AWWA) Standards A100-06. The well contractor will be required to comply with all applicable permits and to install noise attenuation barrier around the well site. The project has been determined to have no potential to cause significant adverse effects on the environment and will have the same purpose and capacity as the abandoned well. Therefore, the project is exempt under CEQA Guidelines Section 15303: New Construction or Conversion of Small Structures. None of the exceptions listed in section 15300.2 of the CEQA Guidelines would apply to the proposed Project.
