The project is limited to the routine operation and maintenance of water diversion and fish screening infrastructure on Etna Creek. The Permittee claims a year-round water right of 2.4 cubic feet per second (cfs) for domestic use, within the City of Etna city limits. Water shall be diverted from Etna Creek through a paddle wheel fish screen, which shall be operated to prevent aquatic organisms from being stranded in the conveyance. After passing through the screen, the diverted water shall travel down a 2.5-mile conveyance pipe to a water treatment facility. Following treatment, this water will be available for domestic use by the residents of the City of Etna. Bypass flows shall be routed down a step-and-pool fish ladder that will allow fish passage above and below the dam. The use of hand tools to remove sediment that has collected immediately upstream of the dam, as well as in the fish ladder pools, shall be performed as needed. A hand-stacked wing-dam shall be constructed as needed to direct flow into the intake. Machinery may be used to remove larger sediment and debris pending coordination with CDFW.
