Document Description
The proposed project will repair erosion and slumping damage along the Gordon Slough and north levee (part of Salisbury Spillway channel) caused by the 2019 winter storms, a declared emergency (FEMA DR-4431-CA). An estimated loss of 1,450 cubic yards of soil occurred over about 60 linear feet, 131 feet wide and 5 feet high (about 7,500 square feet or 0.17 acres). The work to be done consists of (1) pre-construction activities such as developing various plans as required by the Section 7 consultation with U.S. Fish and Wildlife Service, determine staging areas, environmental awareness training for contractor's crew, and installing fencing for wildlife and environmentally sensitive areas; (2) erosion repair work including removing non-native vegetation from work area, remove debris and woody vegetation as needed, dewater Salisbury Spillway, if needed, and install 735 cubic yards of compacted soil, facing stones, and rip-rap, and revegetate levee slope with willows; and (3) post-construction work including repairing native grasses as necessary and removing fencing.

Reasons for Exemption
This project repairs the Gordon Slough north levee to its original status prior to the 2019 storms. The Gordon Slough bank below the Sailsbury Spillway was originally stabilized in 2003 to protect against the threat of flooding the Nature Preserve and washing out the bridge into the property, the only vehicle access to the site. Storm waters in 2019 eroded the bank beyond the original stabilization work; the slough banks have eroded further and now threaten a service road and telephone lines. In 2019, at least three threes were lost as the bank eroded out from under them.
