Document Description
Contra Costa Resource Conservation District is submitting an application to the Delta Conservancy Proposition 1 Grant Program to explore invasive weed management strategies on Little Franks Tract, part of the Franks Tract State Recreation Area. This project will work to identify long term management strategies to control and manage invasive weeds at Little Franks Tract through mapping, monitoring, mechanical and chemical treatments, and replanting of native plant species.

Reasons for Exemption
This project is exempt under CEQA under Section 15333. Small Habitat Restoration Projects which exempt projects not to exceed five acres (Little Franks Tract is approximately 4 miles long at 10 feet across the levee or 4.8 acres, we do not anticipate treating every square inch of Little Franks Tract) in size to assure the maintenance, restoration, enhancement, or protection of habitat for fish, plants, or wildlife. Further, there will be no significant adverse impact on threatened or endangered, rare or threatened species or their habitat since we will be working entirely on existing levees that are laden with common invasive weeds. There are no hazardous materials at or around the project site that may be disturbed or removed. Finally, this project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects. This project will rely primarily on hand tools and some mechanized equipment operated by hand.
