Document Description
The proposed project is the planning and design for the replacement for the existing City of Farmersville Well 03A, located on Farmersville Blvd. near the southern end of town at the City’s corporation yard. The existing Well 03A was constructed in 1956 and abandoned in October 2020 following sand damage to the pump and all components. The loss of this well has caused a series of challenges including loss of pressure, difficulty in advancing community needs in development of affordable housing and increased threats to safety. It also diminishes community resilience to the effects of continued drought and the ravages of climate change. Because of this, the existing Well 03A will be decommissioned and a new 1 MGD well needs to be planned and designed for future possible construction.

Reasons for Exemption
The proposed project includes the planning and design of a new water well and associated infrastructure. Activities include basic data collection, research, experimental management, and/or resource evaluation that do not result in a serious or major disturbance to an environmental resource. The project is for information gathering purposes, as part of a study leading to an action that the City of Farmersville, as lead agency, has not yet approved, adopted, or funded. Therefore, is planning project is exempt from the provisions of CEQA under §15306.
