Document Description
The California Department of Transportation (Caltrans), will use SHOPP (state funding), and Federal Funding to propose a Capital Preventive Maintenance (CAPM) pavement strategy on all of State Route 44 through Lassen County from PM 0.0 to PM 37.247. This project will extend the life of the pavement, update key traffic management elements, upgrade guardrail, replace 16 drainage systems, and pave four maintenance vehicle pullouts. The purpose of this project is to restore the facility to a state of repair so that the roadway will be in a condition that requires minimal maintenance. the project is needed because data gathered from the pavement condition summary report (PaveM) shows that routine maintenance will no longer be sufficient to provide reasonable ride quality or maintainability.

Reasons for Exemption
The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing Facilities). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Caltrans has determined that the project would have negligible or no expansion of existing or former use, and would have no significant effect on the environment.
