Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board’s Clean Water State Revolving Fund (SRF) Program is financing the Project referred to internally as City of Santa Paula Advanced Water Treatment Facility. The Project will upgrade the wastewater treatment equipment at the City of Santa Paula’s Water Reclamation Facility (WRF). The Project includes the installation of an advanced treatment system that will be housed in an approximately 10,000-square-foot building on the northeast portion of the WRF property. The advanced treatment facility will include a natural gas connection for space heating and air conditioning equipment for cooling. Other Project equipment includes pumps and pipelines to transport the water to and from the advanced treatment system, electrical conduit and wiring, process piping, and miscellaneous instrumentation and controls. The Project will install approximately 400 linear feet (LF) of 18-inch pipeline, 400 LF of 12-inch pipeline, and 100 LF of 2-inch pipeline between the existing WRF and the Project. Fill from a four-acre borrow pit located on site will be used to elevate the advanced water treatment facility site to match the foundation elevation of the existing WRF.
The advanced treatment system will generate brine concentrate as a byproduct. The brine concentrate will be processed using a brine concentrator to reduce its volume, be stored in a tank on site, and then be transported to a nearby treatment plant for ocean disposal.
