Document Description
Notice of Exemption for the 2022-23 West Campus Soil Borrow Project. The project will excavate a minor amount of soil from an agricultural field on West Campus. The excavated soil will be removed from the site and relocated for use on the landscaping components of housing and development projects currently underway. Excavation and soil removal will occur at a depth of no more than 18 inches over 1 acre at an agricultural field adjacent to Russel Boulevard and near the West Campus Housing project. Soil removal will occur periodically and as needed through the calendar year of 2023. Stormwater management, dust control and archeological monitoring will be incorporated as part of the project.

The removal of a shallow depth of soil is considered a minor alteration to land and is categorically exempt under Exemption Class 4 of the Guidelines for the Implementation to the California Environmental Quality Act (CEQA). This exemption applies to the alterations in the condition of land, water or vegetation, including grading, landscaping and trenching. In addition, none of the exceptions for application of a categorical exemption apply to this project.
