Document Description
The Sierra Nevada Conservancy will provide funding for prescribed fire on a minimum of 145 acres of federal land within the Shasta-Trinity National Forest, referred to as the Ballpark Collaborative Prescribed Burning Project. The purpose of the project is to mitigate fire risk in the community of Trinity Center and increase forest health through prescribed fire. The project will maintain fire-safe conditions using a series of prescribed understory maintenance burns in a 44-acre area that was previously manually treated for hazardous fuels. It will also include maintenance burning in an additional adjacent 101-acre area, and may support additional fuel reduction treatment included in the North Lake Project NEPA analysis. The project is a valuable opportunity to maintain existing fuels reduction work and return healthy fire to the landscape. This project will also provide a critical training opportunity for both the Trinity County Resource Conservation District and its close partner the Watershed Research and Training Center.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands to reduce the risk of high-severity wildfire that have been reviewed under NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The Sierra Nevada Conservancy would provide funding for prescribed fire on federal lands within the Shasta-Trinity National Forest. The actions to be undertaken by this project were reviewed in their entirety pursuant to NEPA, and a Decision Memo with supporting Categorical Exclusion were prepared. The Decision Memo for the project was signed by the Shasta-Trinity National Forest on May 13, 2016.In April 2022 the Shasta-Trinity National Forest reviewed the Categorical Exclusion and Decision Memo and certified that project site conditions have not substantially changed since the NEPA Categorical Exclusion was completed, and the NEPA Categorical Exclusion adequately addresses the project as it is currently proposed.
