Document Description
The Sierra Nevada Conservancy will provide funding to Truckee Donner Land Trust to develop a Timber Harvest Plan (THP) to continue past efforts in the vicinity of the Royal Gorge area related to water quality improvement and wildfire fuels reduction through forest habitat restoration. Preparation of the THP involves field surveys, data collection, and planning activities that will not have a physical effect on the environment. The extent of this THP would be approximately 305 acres, some of which is directly in the Wildland Urban Interface of the roughly 600-lot Serene Lakes neighborhood. The THP will seek to minimize the risk of catastrophic wildfire and subsequent environmental damage caused by such conditions by reducing ladder fuels, removing diseased trees, and removing areas of overstocked trees.

The project is Statutorily Exempt under Section 15262, Feasibility and Planning Studies of the CEQA Guidelines. This project involves only the planning studies for possible future actions which the Sierra Nevada Conservancy Board has not approved, adopted, or funded. The planning project will not result in physical effects on the environment. The project is also categorically exempt under CEQA Section 15306, Information Collection (Class 6) because it consists of basic data collection, research, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. The proposed activities are for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.
