The Sierra Nevada Conservancy (SNC) would provide funding to the Truckee Donner Land Trust for the Webber Lake Little Truckee Headwaters Phase Three Project (project). The project involves commercial thinning on approximately 309 acres for forest health, ecosystem restoration, and wildfire resilience. The project would directly reduce the risk of wildfire to the Webber Lake campgrounds, cabins, hotel, and day use areas on the property. Treatments would thin overstocked stands from below; prioritize the removal of insect and disease affected trees and suppressed, intermediate, and codominant trees; retain healthy and vigorous codominant and dominate trees; leave 20 to 30 foot spacing between residual boles; and increase the average stand diameter. Mechanical tree removal equipment would be used for tree cutting and processing including limbing, chipping, and mastication as appropriate to conditions. Merchantable logs would be transported from the site. Accumulated slash would be processed via chipping and removal from the site. Due to the nature of the specific topography and terrain in this section, an access road will need to be constructed in order for the necessary equipment to reach the entire site. It will be decommissioned after the project is completed. Because this is a commercial project, a Timber Harvest Plan was prepared for compliance with the Forest Practice Rules. Under the Forest Practice Rules, preparation of a Timber Harvest Plan is considered equivalent to a document prepared pursuant to the California Environmental Quality Act consistent with State CEQA Guidelines Section15251. SNC has reviewed the Timber Harvest Plan and has independently determined that the project would not result in significant adverse environmental impacts.
