The proposed project is eligible for a Class 1 Categorical Exemption per Section 15301 of the State CEQA Guidelines as it involves exterior alterations to accommodate a 390 square-foot outdoor patio area for an existing drive-through restaurant facility. Other alterations include new paint, signage, landscaping, and minor site improvements to bring the existing drive-through restaurant facility up to current City of Watsonville Public Improvement Standards and California Building Code requirements. The proposed project would not result in a change nor substantial expansion of use of the existing drive-through restaurant facility located at 14 Green Valley Road. The project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and the area in which the project is located is not environmentally sensitive.
