Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2019-0719-R1, pursuant to Section 1602 of the Fish and Game Code to Bob Barsotti representing Black Oak Ranch Limited Partnership. The project is limited to one encroachment. The encroachment is for installation of a permanent full-span bridge across Streeter Creek. No work shall occur in the wetted portion of the channel. Construction activity shall be restricted to the banks of Streeter Creek, and shall not include driving through or work within the wetted portion of the stream. Appropriate erosion control measures shall be applied during and after project activities to prevent sediment delivery into Streeter Creek.

Reasons for Exemption
The encroachment is for installation of a permanent, full span bridge. No work shall occur in the wetted portion of the channel. The stream crossing will replace a previous seasonal stream crossing, involves substantially the same purpose and capacity as the structure replaced, and negligible or no expansion of existing or former use. Work consists of minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects
