Document Description
A proposed well will be drilled at the CV Star center. This well will be approximately 100ft deep and located near the old restroom/ storage building. Water from the well will be pumped from the well to the East Fort Bragg Booster Station where it will enter the distribution system. The additional water will be used to supplement City Water currently sourced from Surface Waters and distributed to the customers after treatment.

Reasons for Exemption
The proposed project is exempt under emergency project section 15269(c), specific actions necessary to prevent or mitigate an emergency. As of April 21, 2021 Governor Newsom declared a state of emergency in Mendocino County due to drought conditions, this declaration has been extended 3 times, most recently in March of 2022 with Executive Order N-7-22 . Drought conditions have caused water fiows in the Noyo River and other surface water sources to remain at historical lows. As fiows remain low, concerns about the reliability of surface fiows remain a health and safety issue. In order to mitigate said emergency, a 100' well will be drilled to add water to the treatment supply system. Emergency projects such as the one proposed are exempt from the requirements of CEQA.
