Document Description
The Project would improve the Interstate (I)-5 northbound (NB) on-ramp from westbound (WB) Oso Parkway by widening the existing one lane on-ramp configuration to provide two dedicated right turn lanes to approximately 650-feet east of the existing on-ramp. WB Oso Parkway will be restriped from the existing four through lanes to three through lanes within the project limits to accommodate the future addition of a Class II bike lane on WB Oso Parkway. California Department of Transportation (Caltrans) would initiate a project at a later date to provide a Class II bike lane to connect the existing Class II bike lanes across the interchange. The improvements will eliminate an existing chokepoint, reduce traffic congestion, improve traffic safety, and integrate traffic movement along the I-5 NB on-ramp from WB Oso Parkway (I-5 NB on-ramp). The total length of the roadway widening along the I-5 NB on-ramp and WB Oso Parkway is approximately 1,160’. Of this length, approximately 700’ is within Caltrans right-of-way.

Reasons for Exemption
The Project is limited to improvements on existing WB Oso Parkway and I-5 NB on-ramp to eliminate a chokepoint, reduce traffic congestion, improve traffic safety, and integrate traffic movement along the I-5 NB on-ramp from WB Oso Parkway. The Project additionally includes restriping WB Oso Parkway from four traffic lanes to three traffic lanes within the project limits to accommodate the future addition of a Class II bike lane on WB Oso Parkway. While the Project does include acquisition of some new right of way to accommodate modifying the I-5 NB on-ramp from one to two lanes, the amount of new right of way needed represents negligible expansion of an existing use pursuant with Categorical Exemption 15301(c). Air quality, biological resources, hazardous materials, and traffic studies show potential environmental would be less than significant.
