Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-INY-24597-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison represented by Hazem Gabr. The project involves vegetation management including trimming and removal of trees and vegetation, as needed, to maintain fire abatement clearance within an approximate 4.22 acres of streambed along a portion of Permittee’s of SCE’s Birchim – 12kV Circuit (distribution). Trimming actions will include removal of annual growth or old growth materials that are within the regulatory required setbacks and removal of a 10-foot radius of vegetation growth with a branch diameter less than 4 inches around SCE’s utility poles (pole brushing). Removal actions include full removal of the crown and most or all of the trunk with the stump and root system abandoned intact in the ground. Project activities described above are anticipated to occur over 4.22 acres of streambed including old growth Fremont cottonwood trees, however, only 0.10 acre of removal and 0.10 acre of trimming of less than 25% of the shrub/tree canopy are authorized per year for the term of the Agreement.

Reasons for Exemption
This project is exempt because it includes vegetation management activities within 30 feet of structures to reduce the volume of flammable vegetation, provided that the activities will not result in the taking of endangered, rare, or threatened plant or animal species or significant erosion and sedimentation of surface waters. This exemption shall apply to fuel management activities within 100 feet of a structure if the public agency having fire protection responsibility for the area has determined that 100 feet of fuel clearance is required due to extra hazardous fire conditions.
