Document Description
To install a new 3,000-kVA (3.0 megawatt (MW)) standby generator and a 24-hour, 5,000-gallon, double-walled, above ground integral subbase diesel fuel tank that will be installed on a concrete pad, measuring 48 feet by approximately 12 feet for a total area of 575 square feet, less than 100 feet east of Pump House 1. The generator will be anchored to the concrete pad in accordance with California Building Codes seismic requirements. Existing asphalt concrete in this area will be saw cut and removed. An additional approximately 600 square feet of concrete sidewalk will be installed along the north, west, and south sides of the generator pad, and 188 feet of 8-foot metal security fencing with vehicle and pedestrian gates will enclose the area.

Reasons for Exemption
Board staff has determined the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA Guidelines § 15301(b)) because the new backup generator and associated equipment will be installed at the existing facility used to provide electric power to the public. The project is also exempt under the Class 2, Replacement or Reconstruction categorical exemption (CEQA Guidelines § 15302 (c)) because the installation of the new standby generator and ancillary facilities will not expand the capacity of the existing facility. The project also is exempt under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA Guidelines § 15303(d) (e) because the removal of existing asphalt concrete, and the construction of a new concrete pad is a minor modification of the project area to support the construction of the new standby generator and fuel tank to serve the existing Pump House facility. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply.
