Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. RIV-24604-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison represented by Hazem Gabr. The project involves vegetation management including trimming and removal of trees and vegetation, as needed, to maintain fire abatement clearance within an approximate 19.15 acres of streambed along a portion of Permittee’s 500 kilovolt (kV) Devers-Red Bluff No.1 and 220kV Julian Hinds-Mirage circuits north of Coachella. Vegetation in the trimming area may include white bursage (Ambrosia dumosa), cheesebush (Ambrosia salsola), creosote bush (Larrea tridentata) and blue palo verde (Parkinsonia florida). Project activities described above are anticipated to occur within 19.15 acres (2,488 linear feet) of streambed, however, only 0.10 acre of removal and 0.10 acre of trimming of less than 25% of the shrub/tree canopy are authorized in this Agreement per year.

Reasons for Exemption
This project is exempt because it includes vegetation management activities within 30 feet of structures to reduce the volume of flammable vegetation, provided that the activities will not result in the taking of endangered, rare, or threatened plant or animal species or significant erosion and sedimentation of surface waters. This exemption shall apply to fuel management activities within 100 feet of a structure if the public agency having fire protection responsibility for the area has determined that 100 feet of fuel clearance is required due to extra hazardous fire conditions.
