Common Sense Exemption: It can be seen with certainty that there is no possibility that the project involves any activity that may have a significant effect on the environment. Applicant/Lead Agency is seeking the formation of CFD No. 2022-1, together with the tax and bond authorizations and bond issues and sales, which will not have a significant effect on the environment (see 14 CCR 15061(b)(3)); see also Kaufman & Broad-South Bay, Inc. v. Morgan Hill Unified School Dist. (1992) 9 Cal.App.4th 464, 11 Cal.Rptr.2d. 792.) The Governing Board of the District has made such a finding in conjunction with the proceedings conducted in regard to proposed CFD No. 2022-1 and related matters.
