The project is considered the operation, repair, and maintenance of an existing facility under CEQA section 15301(b) as the City has an existing outfall and underground pipe for discharge. The City needs the temporary outfall in order to operate its wastewater treatment plant at full capacity during low-flow conditions in the Feather River to serve the needs of its residents.
