Document Description
DWR's Division of Engineering Civil Engineering Branch is developing a construction contract to rehabilitate the existing paved parking lots and roadways around the Delta O&M Center facilities. The majority of the paving repair will occur within the parking lots of the O&M Center including the Administrative, Maintenance, Storage, and Warehouse Buildings and their connecting collective roadways. Additionally, the observation area, switchyard entrance and turnaround, as well as the security entrance will receive pavement repair and surface maintenance treatments. Other roadways receiving pavement repairs include the primary and secondary California Aqueduct access roadways downstream of the Banks Pumping plant discharge outlet structure to the inlet of Bethany Reservoir and around the existing water tower. The paving repair will consist of hot mix asphalt pulverization and removal, temporary staging at stockpiling at the existing boneyards and storage areas, off hauling removed material via the Kelso Road entrance to department approved material recycling centers, and transportation of new plant batched asphalt for placement and compaction. Staging will be on improved turn outs and parking areas only. All work will be within existing DWR right-of-way.

Class 1 exempts actions that consists of, but is not limited to, repair, maintenance, or minor alteration of existing facilities that will not result in significant impacts to environmental resources. This project’s purpose is to rehabilitate the parking and access roads around the O&M center to enhance safety and mobility for personnel and equipment. DWR has evaluated the project for potential of cultural and biological resources and has determined the project will not result in significant impacts.
