Document Description
To construct two flow monitoring stations within the Western Pacific Interceptor Canal and on the adjacent Reclamation District 784 (RD 784) right (west) levee. Each monitoring station will consist of 1) installation of a 2-foot-tall by 3-foot-wide by 3-foot-long reinforced concrete retaining wall at the waterside hinge with a 3-foot-wide by 3-foot-long by 6-inch-thick concrete slab atop the retained backfill. The slab will support a remote terminal unit (RTU) and a solar panel located near the crown of the RD 784 levee; 2) approximately 90 feet of 2-inch diameter conduit used to run the bubbler tubing from the RTU to the canal bank; and 3) an 8-foot staff gauge within the water channel.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304) because the proposed activity consists of installing a remote terminal unit near the crown of the levee, burying metal conduits, constructing concrete pads, and mounting 8-foot-tall staff gauges and does not involve the removal of healthy, mature, scenic trees. The project is also exempt under the Class 6, Information Collection categorical exemption (CEQA CCR, Title 14, Section 15306) because the proposed activity consists of the installation of flow monitoring stations for data collection and does not result in a serious or major disturbance to an environmental resource. Further, none of the exceptions to the exemption in CEQA CCR, Title 14, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
