Document Description
The California Department of Forestry and Fire Protection is proposing hand crew proficiency training. Legal Description is Sec. 16 T05S R18E MDB&M. This project is located on hillside behind the Mariposa Landfill, off 5593 CA 49, Mariposa, CA 95338. Project activities will take place in the dense chamise and manzanita community (18 acres) in this area. Hand crew proficiency training and testing is required for firefighter and inmate crews. Handline construction involves cutting through dense brush and light scraping to remove the duff layer to mineral soil. Handlines are approximately 10 feet wide and up to 300 feet long. Multiple crews will be training in this area, so multiple handlines will be made. This will allow hand crews to practice in a safe, real-world environment to get their timing and techniques ready for wildfire season. Crews may pile burn the cut shrubs for debris clean up as needed. No vehicle mastication equipment will be used; driving and staging nearby for crews to walk to training area.

Reasons for Exemption
This project fits under portions of The project meets the requirements of Class 4, §15304(e): Minor Alteration to the Land Categorical Exemption to CEQA. Class 4 includes minor public or private alterations in the conditions of land, water, and/or vegetation which do not involve removal of healthy, mature, and scenic trees except for forestry and agricultural purposes. Minor temporary use of land having negligible or no permanent effects on the environment. Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation or traffic, utilities and service systems, or to wildfire. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE Mariposa Headquarters at 5366 State Highway 49 North, Mariposa CA 95338.
