Document Description
CVWD proposes to install cathodic protection to existing infrastructure throughout CVWD’s service area. The cathodic protection upgrades will prevent degradation of existing Domestic water, stormwater, canal irrigation, and sanitation facilities impacted by corrosive soils. These upgrades will take place in two schedules, schedule A and schedule B. Schedule A will consist of the Stormwater Channel Sheet Piling, Canal Structure, Surge Gate, Water Reclamation Plant (WRP) 10, and Interstate 10/ Frank Sinatra projects. Schedule B includes the Bombay Beach Pipeline, Mid-Valley Pipeline, and the Gas Transmission Pipeline project. The Stormwater Channel Sheet Piling component includes restoring AC power to four existing rectifiers, as well as replacing twenty-five deep anodes into wells connected to the rectifier. The Canal Structure project component includes installing and replacing 100 anodes in multiple Mile Post locations. The Mile Post anodes are existing structures along the Coachella Canal. The Surge Gate portion of the project includes installing 20 new anodes throughout the domestic water system. These new installations are on existing gate structures of CVWDs domestic water system. The WRP 10 project component consists of exposing existing test wires and verifying continuity between the wires and existing structures. The project also includes the constructing of an at-grade post-mounted test station enclosure. The Bombay Beach Pipeline component will consist of repairing test station deficiencies as required and performing cycle testing to determine electrical discontinuity. Also, excavating the existing pipeline at each suspected discontinuous pipe joint and installing 2 - #4 AWG joint bond cables across each discontinuous joint. The Interstate 10/Frank Sinatra portion of the project will raise the top of the concrete traffic box to ground elevation at Test Station (TS) 1 and TS 2; and replace the concrete traffic box at TS 3 and install a concrete traffic box at TS 4. The Mid-Valley Pipeline component consists of installing new rectifiers at existing TS 7 and TS 9. Each Rectifier will be installed with a concrete collar. A new 250’ x 10” wide well will be drilled at each rectifier located adjacent to the Stormwater Channel, up to 75 anode, depending on depth, will be placed along the Mid Valley Pipeline and connected to the rectifiers though deep wells. The Gas Transmission Pipeline component consists of installing a new TS and galvanic anode installation.

The Cathodic Protection System Improvement Project will include multiple locations that is broken up between two schedules. Schedule A includes North Shore Sheet Piling, Canal Structure, Surge Gate, Water Reclamation Plant (WRP) 10, and Interstate 10/ Frank Sinatra projects. Schedule B includes the Bombay Beach Pipeline, Mid-Valley Pipeline, and the Gas Transmission Pipeline project. The Stormwater Channel Sheet Piling portion of the project is located north of the Commerce Street and Avenue 45 intersection and travels easterly along the Coachella Valley Stormwater Channel ending near the Avenue 50 intersection in Riverside County (APN 603-020-010, 696-530-008, 603-290-010, 603-300-018). Work is located outside of the Stormwater Channel. The Canal Structure portion of the project will take place throughout the Coachella Canal starting from Mile Post 3.8 (Latitude: 32.762264, Longitude: -114.969617) in Imperial County and ending at Mile Post 123.5 located in Riverside County (Latitude: 33.62785314, Longitude: -116.2687989). The Surge Gate portion of the project will take place at 10 different sites throughout the domestic water system within Riverside County located at Latitude, Longitude: 33.540019, -115.99179; 33.565838, -116.02655; 33.602231, -116.09515; 33.506308, -116.13869; 33.499078, -116.13015; 33.440837, -116.07033; 33.611285, -116.11464; 33.685315, -116.21208; 33.689145, -116.18089; 33.566032, -116.00891. The WRP 10 portion of the project will take place within the WRP 10 boundaries located at 43000 Cook Street in Palm Desert, CA. The Bombay Beach Pipeline potion of the project will have multiple project locations in Riverside County and will start at Latitude, Longitude: 33.53653, -116.015134; and move easterly along Grapefruit Boulevard ending at Latitude, Longitude: 33.356146, -115.742838. The Interstate 10/Frank Sinatra portion of the project is located in two areas. The first is near the intersection of Frank Sinatra Drive and Tamarisk Row Drive. The second site is located north the Frank Sinatra Drive and Tamarisk Row Drive intersection between Varner Road and the Interstate 10 Freeway. Both locations are located in the City of Palm Desert, CA. The Mid-Valley Pipeline portion of the project is located adjacent to the Coachella Valley Stormwater Channel within Riverside County (APN 633-150-032, 604-640-011). The Gas Transmission Pipeline Portion of the project is located near the east end of Coyote Song Way located in Palm Desert, CA.
