Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Order No. R9-2024-0092) to the Project Applicant to The Applicant proposes to replace the existing floating dry dock with a new floating dry dock of similar characteristics and the same functionality, modify existing and construct new supporting infrastructure, and demolish and remove the dilapidated Repair Complex Wharf in order to ensure safe operations within the shipyard. The Project includes removal of structures from the bay that will offset all of the new over-water surface area cover and some of the new permanent fill of bay floor habitat added by the Project. The Project will result in an increase of permanent fill of aquatic resources within San Diego Bay, which will be mitigated through the restoration of on-site eelgrass habitat. Additionally, in-water construction activities will occur within areas subject to Cleanup and Abatement Order No. R9-2012-0024 and have the potential to disturb sediment containing elevated chemical concentrations. The Applicant will implement construction best management practices to control and manage the discharge and perform compliance monitoring during all sediment disturbing activities consistent with the conditions of the Order.
