Document Description
On June 18, 2024, the Yorba Linda City Council adopted Resolution No. 2024-5898 approving the General Plan Amendment 2023-01 to revise the 2021-2029 Housing Element as approved by the State Department of Housing and Community Development. Additionally, the City Council conducted the first reading and introduced the following Ordinances related to the Housing Element Implementation Programs: 1.) Ordinance No. 1108 amending the text of the Land Use Element of the General Plan (GPA 2024-01) and finding that GPA 2024-01 is not subject to a vote of the electorate of the City of Yorba Linda under the Yorba Linda Right-to-Vote Initiative; and 2.) Ordinance No. 1109 amending the text of the Land Use Element and amending the Land Use Diagram of the General Plan (GPA 2024-02) and finding that GPA 2024-02 is subject to a vote of the electorate of the City of Yorba Linda under the Yorba Linda Right-to-Vote Initiative; and 3.) Ordinance No. 1110 amending the Zoning Code (ZCA 2024-01) and finding that ZCA 2024-01 is not subject to a vote of the electorate of the City of Yorba Linda under the Yorba Linda Right-to-Vote Initiative; and 4.) Ordinance No. 1111 amending the Zoning Code (ZCA 2024-02) and finding that ZCA 2024-02 is subject to a vote of the electorate of the City of Yorba Linda under the Yorba Linda Right-to-Vote Initiative. An Addendum was prepared to the Program EIR (PEIR) for the 2021-2029 Housing Element Implementation Programs (SCH# 2022040574), which determined that the Project (as revised, herein “Revised Project”) would not result in any new or more severe significant effects on the environment that were not previously identified in the certified PEIR. The Revised Project’s effects were analyzed in the PEIR and Addendum, and all feasible mitigation measures from the PEIR have been incorporated into the Revised Project approval. The updated Housing Element would require a General Plan Amendment and Amendments to the Zoning Code and Zoning Map to implement the Revised Project. The General Plan Amendment would revise the Land Use Element to update the text and maps consistent with the proposed zoning. Amendments to the Zoning Code include modification to the text and maps to rezone 18 housing opportunity sites, including applicable planned development zones, and adoption of housing overlay zones (Affordable Housing Overlay, a Congregational Land Overlay, and a Mixed-Use Housing Overlay) consistent with the Housing Element. Under the Original Project, the proposed 27 housing opportunity sites resulted in a total net potential of 2,410 dwelling units. Under the Revised Project, the proposed 18 housing opportunity sites would result in a total net potential of 1,929 dwelling units, a decrease of 481 units from the 2022 Certified PEIR.
