Document Description
Approval of Permit No. 19597, under California Code of Regulations, Title 23, Article 3, Section 6, for work within an adopted plan of flood control: To remove and replace an existing 10-inch diameter (L-130) gas pipeline with a new 16-inch diameter steel natural gas pipeline across the Sacramento River (River). The first phase of the project, called the Replacement Pipeline Installation Phase, or Phase 1, consists of installing a 16-inch diameter gas pipeline beneath the River and the levee on the left (east) side of the River using Horizontal Directional Drilling (HDD) methods. Short segments of trench-installed pipeline will be used to connect the HDD installed pipeline to the existing pipeline network. The second phase of the project, called the Pipeline Decommissioning Phase, or Phase 2, consists of decommissioning portions of existing pipelines owned by PG&E, which will no longer be in service after the replacement pipeline is installed. Decommissioning will begin by pigging and flushing the pipelines to be decommissioned in order to clean the interior of the pipelines. Approximately 2,942 feet of pipeline will then be removed. The remaining decommissioned pipelines will be filled with low-strength concrete slurry and abandoned in place.
