The project qualifies as in-fill development because it consists of developing eight buildings totaling approximately 93,000 square feet on a site within the R-3 (Multiple Family Residential) zone, which allows multi-family residential uses. In addition, the project occurs within the City limits on a site of less than five acres and is substantially surrounded by urban uses including existing commercial buildings to the south, single-family residences across 25th Street East to the east, and existing multi-family residences to the north and west.
