Document Description
The project consists of the replacement of 17 ABB DPU 2000 distribution protection units (DPU) relays with SEL 351S and 751 relays at Mecca and Monroe Substations in Coachella Valley and Bravo Substation in the Imperial Valley. The replacement of the obsolete equipment will provide more reliable protection and the ability to gather accurate metering data through SCADA (See attached illustration).

The project is exempt under Section 15302 (Class 2 exemption) for the reason that it entails the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, this exemption includes but is not limited to the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
