Smith Memorial Parkway at Calaveras Big Trees State Park as a public safety precaution so during a prescribed burn or in case of emergency, park managers can restrict access to the entirety of the southern portions of the park.

Project consists of the operation or minor alteration of existing public or private structures or facilities involving negligible or no expansion of use beyond current levels; construction and location of limited new numbers of new, small facilities or structures and is included as "fencing and gates" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR§ 15300.4, and the minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes.
