Document Description
The project involved the construction and installation of two sand separators, two oxidation media filters (OMF) and other associated chemical injection systems (sodium hypochlorite, sulfuric acid, sodium hydroxide, ferric sulfate, sodium bisulfate, liquid ammonium sulfate injection systems). Additional cartridge filter was also installed for the bypass water. The pre-treatment systems are constructed within the Foothill Water Treatment Plant. The sand separators will capture the particle such as iron sulfide and sand. The OMF will remove iron, manganese, hydrogen sulfide, iron sulfide, and arsenic. The OMF system will remove these foulants upstream of the Reverse Osmosis (RO) system and significantly reduce the fouling potential for the RO membranes.

Reasons for Exemption
The Foothill Water Treatment Plant is an existing structure. The pre-treatment systems composed of sand separator, OMF system and associated chemicial injection systems, cartridge filter, among others, are additional treatment processes to address the issue of membrane fouling and reduce/remove the concentrations of arsenic, manganese, total dissolved solids, specific conductance, turbidity, color and odor in the groundwater wells prior to distribution. The pre-treatment systems are constructed within the Foothill Water Treatment Plant.
