See the Notice of Availability for the complete project description. State Parks is developing a General Plan (GP) Update for Carnegie SVRA in accordance with Public Resources Code §5002.2 referencing GP guidelines and §21000 et seq. concerning the California Environmental Quality Act (CEQA). The purpose of the GP Update is to provide a comprehensive framework for future Park development and use, and provide management objectives for the Park, identify formal boundaries, and make recommendations for the classification of all of the Park’s acreage. The GP Update will also contain goals and guidelines that guide Carnegie SVRA management and provide long-term direction for the development of future facilities. Given that a previous General Plan/EIR is in place, adopted in 1981, this GP Update is more specific than other similar SVRA General Plans where no prior General Plan exists. The location and extent of future facility upgrades or additional projects are also described in the GP Update, and the associated impacts are analyzed in the General Plan Update EIR. If approved, the GP Update will supersede the 1981 General Plan and guide long-term and day-to-day management at Carnegie SVRA.
