Reasons for Exemption
In accordance with the California Environmental Quality Act Title 14, Chapter 3, California Code of Regulations (CEQA Guidelines), Section 15061 (b)(3), the proposed project has been deemed to be categorically exempt from further environmental review. It can be seen with certainty that there is no possibility that the Ordinance will have a significant effect on the environment. The proposed Municipal Code amendments provide standards for how entertainment uses are to operate and establish standards for private security operators. These regulations do not increase the intensity or density of any land use above what is currently allowed. Moreover, the noise standards for mixed-use developments established by the proposed Ordinance, are consistent with the standards set forth in the General Plan for mixe-duse developments.
