Document Description
Under grant agreement ARV-21-037, the California Energy Commission will provide a $200,000 grant to Pilot Travel Centers LLC to prepare a blueprint for deploying zero-emission vehicle (ZEV) infrastructure for its travel centers in California. As part of this project, Pilot Travel Centers LLC will engage stakeholders, define needs to identify performance specifications, identify real-world operability considerations, develop a phased approach to infrastructure deployment, and identify education and training resources. The purpose of this project is to advance the understanding about how travel centers can be a reliable and resilient resource to the medium- and heavy-duty (MHD) industry for MHD ZEV charging and refueling. The beneficiaries are Pilot Travel Centers and their customers that use zero-emission vehicles.

Reasons for Exemption
This project consists of basic data collection, research and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource are categorically exempt from the provisions of CEQA. This project consists of developing a planning document for possible, future deployment of zero emission vehicle infrastructure equipment. The project will not cause direct physical changes to the environment, and there will be no physical construction. This project involves data collection, technology assessment, public outreach, administrative coordination efforts, planning, and similar activities. Therefore, the proposed project will have no significant effect on the environment and is categorically exempt under section 15306.
