Site Approval application to establish a farm services facility that provides portable restroom services to agricultural operations, including ancillary septic pumping services. The project includes the construction of a 4,750-square-foot building with office, shop, and storage; and the outdoor storage of up to 50 portable toilets. All portable toilets are emptied and cleaned off-site prior to storage. The proposed facility will operate Monday through Friday, 8:00 am to 5:00 pm, with up to 4 employees. The site has direct access off of Jack Tone Rd., and will be served by on site services, including well, septic, and natural drainage. This parcel is not under a Williamson Act Contract.

Section 15061(b)(3) states that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. There is no possibility that this project may have a significant effect on the environment and, therefore, the project is not subject to CEQA.
