The proposed building to be constructed is 950 square feet in size, will occupy a space that is planned and zoned for commercial uses in an urbanized area, would be located in a substantially urbanized area within the city limits, is on a site less than five acres, would not be located in an area that has value to endangered, rare, or threatened species as a habitat, would not have significant impacts to traffic, noise, air quality, or water quality, and would be adequately served by all required utilities and public services. Class 32 exemptions do not fall under the exceptions of Section 15300.2 of the State CEQA Guidelines that would prevent the proposed project from qualifying for a Class 32 categorical exemption. Therefore, the proposed project is determined to be exempt under Section 15332 of the State CEQA Guidelines.
