Document Description
The California Department of Corrections and Rehabilitation (CDCR) proposes to design and construct 10 Individual Exercise Yards (IEYs) in Facility B at the California Health Care Facility (CHCF), Stockton CA. The IEYs will be placed on cement slabs surrounded by security fencing and include electrical, plumbing, sink, toilet, table, and pull-up bars. One of the exercise yards will be Americans with Disabilities Act compliant. Site improvements include grading, building pad preparation, utility connections, site lighting, misters, concrete walkways and all other required building construction so the IEYs are fully functional and operational. The roof will cover 50 percent of the decking to allow shade and shelter from the rain. The IEY doors will be built with cuff ports for the safety and security of patients and staff. The IEYs will be located within an area that was previously disturbed during initial construction of CHCF and is within the boundaries of the secured lethal electrified fence. All work shall be compliant with Title 24 requirements, CDCR Design and Construction Policy Guidelines, Americans with Disabilities Act, Division of State Architect, and State Fire Marshal requirements.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR §15301) exemption per the CEQA Guidelines because the project involves negligible to no expansion of use. The project site is located within a previously disturbed area that is not considered environmentally or historically sensitive. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
