Reasons for Exemption
The project is eligible for the Class 3 categorical exemption (New Construction or Conversion of Small Structures). All necessary public services and utilities are available to serve the project site and the area of proposed development does not encompass an environmentally sensitive area, nor would the proposed structure increase the intensity of use. The project is also eligible for the Class 32 exemption (Infill Development Projects), as it is consistent with the campus Master Plan; occupies a site of less than five acres; The proposed development occurs within city limits on a project site of no more than five acres; is substantially surrounded by urban uses; has no habitat value for endangered, rare or threatened species; would not result in significant effects relating to traffic, noise, air quality, or water quality. The project is not subject to any of the Section 15300.2 exceptions to the categorical exemptions, as the project would not damage scenic resources within a scenic highway corridor, or historic resources; the project site is not included on any list of hazardous sites; there is no reasonable possibility of a significant impact to the environment; and no significant cumulative impacts will result from the project.
