Document Description
An Addendum to the Norwalk Entertainment District – Civic Center Specific Plan (“Specific Plan”) Project EIR was prepared to analyze minor modifications to the Ground Lease by and between the City of Norwalk and the Project Applicant under the First Amendment to Ground Lease by and between the City of Norwalk and the Project Applicant amending the Ground Lease project description and relevant exhibits approved on December 19, 2022 as follows:
• Update the Residential Project from 350 to 374 units (318 market rate and 56 affordable units).
• Update the Commercial Project from 110,000 square feet to 94,398 square feet of retail.
• Update the Open Space Project from 100,000 square feet to 119,643 square feet.
• Replace Exhibit A-3 which originally showed three parcels to reflect nine parcels and corresponding air parcels.
The conditions outlined in CEQA Guidelines Sections 15162 or 15164 of the CEQA Guidelines calling for the preparation of a subsequent EIR have not occurred. Based on the analysis contained in the addendum (incorporated herein), the following determinations are applicable:
• No further evaluation of environmental impacts is required for the amended project.
• No subsequent EIR is necessary pursuant to CEQA Guidelines Section 15162.
• This addendum is the appropriate level of environmental analysis and documentation for the modified project pursuant to CEQA Guidelines Section 15164.
