§15060(c)(2) PRELIMINARY REVIEW & §15061(b)(3) - COMMON SENSE EXEMPTION
Reasons for Exemption
The City Council has determined that the Project is exempt from environmental review under the California Environmental Quality Act ("CEQA") pursuant to §15060(c)(2) of the CEQA Guidelines - Preliminary Review - as it can be seen with certainty that the adoption of the Housing Element will not result in a direct or reasonably foreseeable indirect physical change to the environment; and, §15061 (b)(3) - Common Sense Exemption - whereby the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment; where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
