Document Description
This project is a Resolution of Support for the County Board of Supervisors application requesting that the Local Area Formation Commission of the County of San Diego (“LAFCO”) initiate proceedings for a reorganization to include the dissolution of County Service Area No. 69 (“CSA 69”). CSA 69 provides funding for enhanced advanced life support (ALS) ambulance transport service within the City of Santee and Lakeside Fire Protection District along with the unincorporated communities of Pepper Drive and Bostonia. In 2019, the County retained a consultant to evaluate the effectiveness and sustainability of the current management system and service delivery model. The evaluation indicated that greater efficiency and economies of scale would be achieved through the dissolution of CSA 69 and transfer of responsibility for funding and administrative oversight of ALS ambulance transport services to the City and Lakeside Fire Protection District as successor agencies. The dissolution would align responsibilities and provide local control for administrative oversight, management of tax revenue and service provision. The County has now submitted an application to LAFCO for a reorganization to include the dissolution of CSA 69 and the transfer of responsibility for funding and administrative oversight of ALS ambulance transport services to the City and Lakeside Fire Protection District as successor agencies, and the City desires to demonstrate its support for the County’s application. Beneficiaries are the residents, business owners and patrons, and visitors within the subject area.

Reasons for Exemption
1. Reason why project was exempt: In accordance with CEQA Guidelines Sections 15378(b)(4) (government fiscal activities) and (5) (government organizational or administrative activities) the Resolution of Support will not result in direct or indirect physical changes to the environment and is not a project as defined by the CEQA guidelines. Finally, the Resolution of Support is also exempt from CEQA pursuant to State CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the dissolution of CSA 69 may have a significant impact on the environment. The dissolution would align responsibilities and provide local control for administrative oversight, management of tax revenue and service provision. For all these reasons, it can be seen with certainty that there is no possibility that the Resolution of Support may have a significant impact on the environment.
