Document Description
LADWP proposes to replace the Los Angeles Reservoir (LAR) Outlet Pipe Lining (proposed Project) to address reliability issues caused by aging infrastructure. This Project is in response to two inspections indicating that the Cement Mortar Lining (CML) is reaching the end of its useful life. The proposed project will remove the existing 3/4-inch thick CML and reline the 120-inch diameter welded steel LAR Outlet Pipeline with polyurethane for approximately 1000 feet towards the Los Angeles Reservoir Ultraviolet Disinfection Treatment Plant. The proposed CML removal and relining work will be completed within 30 calendar days once started and occur during the period of low water demand between November and February. All work will occur within the underground Outlet Pipe. The proposed Project is expected to occur between November 2023- February 2026, with project timing reliant on Water Distribution’s ability to deactivate the LAR Outlet Pipe.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to Section 15302, Class 2, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed project meets the requirements of these exemptions; therefore, no further CEQA review is required.
