Document Description
On January 24, 2023, the Napa County Board of Supervisors adopted the following: (1) certification of the FEIR and adoption of Findings, a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program pursuant to CEQA, and (2) adoption of a resolution replacing the 2014 Housing Element with the updated Housing Element amendment to the General Plan for the 2023 - 2031 planning period.
Napa County (County) proposes to prepare and adopt a comprehensive update to the Housing Element (of the General Plan) for Napa County for the period from January 2023 to January 2031 as required by State law. As part of the Housing Element Update (HEU or the project), the County would identify sites appropriate for the development of multifamily housing, and the County would rezone those sites as necessary to meet the requirements of State law. The project would also include amendments to other elements of the County General Plan in order to maintain internal consistency, to provide consistency of the Safety Element with the 2020 Napa County Multi-Jurisdictional Hazard Mitigation Plan, and to comply with recent changes in State law.
