Document Description
The proposed project will operate a testing laboratory out of an existing facility located at 8312 MIRAMAR MALL, SAN DIEGO, CA 92121(-2520) (APN 343-260-13).
The applicant has proposed a 16,000 sq. ft. project size in a 49,272 sq. ft. building on a 3.37 acre property.
This property is used for Cannabis Testing. They collect their own samples using employees of ICAL. The samples are brought back to the building and tested under the state guidelines. The samples are then held in secure storage until destruction occurs following state and federal guidelines. They have very limited foot traffic into the faculty because sampling is off site at the licensed cannabis facilities they service. They do not use heavy machinery on site.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project.
Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing building with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
