The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. INY-23134-R6, pursuant to Section 1602 of the Fish and Game Code, to the City of Bishop, as represented by Deston Dishion. The proposed Project is limited to the replacement of an existing sewage line beneath the Bishop Creek Canal between Clark Street and the City of Bishop Sewage Treatment Facility, in the City of Bishop, Inyo County, California (Project). Water will be diverted around the Project area using coffer dams and a 36-inch pipe bypass (sized for expected peak flow in five-year and 24-hour storm). Three existing manholes (2.5-feet x 2.5-feet) will be removed and filled in with native soil. The existing concrete encasement around the existing sewer pipe will be removed, a trench will be excavated along the banks of Bishop Creek Canal, the pipe will be removed, and the trench backfilled with native soil. Installation of the new sewage pipe will require excavation of a 20-foot-wide, 40-foot-long, six-foot deep trench across Bishop Creek Canal, installation of an 18-inch poly-vinyl-chloride (PVC) sewage pipe, placement of aggregate subbase (granite and sand) around the pipe for structural support and the placement of up-to 20 cubic yards of concrete (368-square feet) around the installed pipe. Up to four cubic yards (676 square-feet) of native rock rip-rap will be placed on the upstream and downstream side of the concrete cap. No Project activities will occur in wetted areas, and equipment staging, and maintenance areas will be located on existing disturbed areas. Equipment used for the Project includes tracked excavators, wheeled backhoes, front end loaders, self-propelled compactors, manually propelled compactors, jackhammers, cement mixers, concrete pumps, generators, dewatering pumps, cranes and a variety of hand tools.
