The purpose of the Expanded Irrigation System Improvement Program (EISIP)/Public Purpose Program (P3) is to offer an incentive of up to 35% cost share towards a low-interest lease to water users who are currently enrolled in the Groundwater Management Program, Irrigation System Management Program, or Temporary Diversion Program. The EISIP/P3 funding goes towards the purchase of irrigation system equipment, design of irrigation system, and purchase of portable aluminum irrigation pipe, micro-irrigation, linear move, and center pivots
