Reasons for Exemption
The proposed project is exempt because it will establish a regulatory framework for implementing an EFP program, and will not result in a serious or major disturbance to an environmental resource. CEQA Guidelines §§15306, 15307, and 15308 exempt such a project for the purposes of information-gathering and regulatory agency actions to protect natural resources and the environment, respectively.
